lumia 521 usb connection

i am running windows 8.1 pro n on my laptop, just bought a lumia 521 to use to test app development. I do not have the phone activated through a carrier, although it is a t-mobile phone. I hook phone to the pc and in the device manager it shows the lumia under other devices, it says "The drivers for this device are note installed. (Code 28), when i try update/search for drivers, it is unable to find any. I've tried installing the window phone app (it will not start). I've uninstalled the device, connecting the powered off phone to the pc, phone starts but i still cannot get to my device.

Very frustrating that I cannot get a windows phone (8.0) to connect to my windows (8.1) laptop.

Are you using the factory USB cable? If I don't use the factory cable I get the same issues.
