Lumia 635 no data

I was just curious if you could buy a unlocked Lumia 635 and put a sim from an old phone with out having to change your phone plan and add data to it. Couldn't you just shut off the data on the phone

It depends on the provider. AT&T requires data plans for all smartphones. It might be different depending on which provider you have.
