Lumia 635 WP10 missing APN setting, etc. fields. What do I do?

This phone needs to have the cellular plus sim to sim settings able to add more than just sim brandname how?nothing I do on sim settings screen seem to do diddly squat!!!?the fields are missing

you've checked for settings under the extras section?
