Lumia 640 LTE google store issues

WhatsApp has disappeared and when attempting to download from google store, error code 80070020 appears. Checked date,time and time zone. Checked google account phone number,age etc. Tried to upgrade to windows 10 but app won't download from store, same error code. Completed soft re-boot but problem persists, any suggestions?

I'm not sure that the Windows 10 upgrade option is still available, and that might be the reason it's not working. Even so, how's your connection?
