Lumia 650 bricked.

My Lumia 650 was updating to 494 when my the power went off in my house and the WiFi went off. It showed the gears for a while and It's just stuck on the sad face now... Anything to fix it??

It was already in gears, it means it already downloaded all installation files. Use the hard reset key sequence.

Hold vol up and plug charger, wait till ! mark appears, then leave vol up and press one key once:

vol up, vol down, power, vol down

Phone should restart gears.

Leave charger plugged

If it can't finish it (because download was incomplete) only way is plugging phone to pc and using WDRT

And then update to last build (same thing for all core apps in store)

Hey Deadpewl, once an installation begins on the SPINNING GEARS display, you DONT need a Wifi connection at all ! In fact the phone wont really connect to anything. It'll install and then do a bit of data migration, then you'll be able to use it. For small updates like the .494 this is a quick update.
