Lumia 720 is not getting on after factory reset after upgrading to windows 10. Any solutions?

I have factory reseted my lumia 720 after updating to windows 10 from 8.1. I am unable to ON my phone. When i press the on button it shows :-( sign and gets off again.

Please suggest me some solution!!!

Download and install Lumia Software Recovery Tool to your computer. If possible, make sure that your phone's battery is fully charged. Start Lumia Software Recovery Tool, and connect your phone to your computer with a compatible USB cable. If prompted, select the correct USB mode on your phone: Nokia Suite or Modem. Follow the instructions shown on the tool.

Use the Recovery Tool to restore 8.1 and I would try to install 10 again.
