Time to speculate!
I think maybe the phone itself isn't available yet for purchase in that region? (I could be wrong) Because that page shows the latest available update for a given phone.

There are other phones that ship with Denim that are "not available yet" across the board, so I think its referring to that, not the actual status of the phone's updates.

Depends on your region. A lot of 730/735s don't have full denim yet. Microsoft is pretty slow at releasing the update, so who knows when that'll happen. My 735 from Mexico hasn't received it yet either.
