Lumia 830's camera has been advertised as 10 MP. Then why do we have the options of 8MP and 9MP only in the camera settings....????

Your sensor is round... At 10 MP.
Different rectangles within that circle may be selected. They must be smaller to fit inside.
This is true for any digital lens and even analog film cameras...
