What is the best Windows Mobile flagship available, and who does Continuum better ?

I'm not sure on the Continuum point but it's more about what is important to you. If the camera is one of your top items, go with the 950XL. If you value performance and great battery life, the Elite X3 is the way to go.

950 XL, if Camera matters to you, HP Elite X3 got the latest processor.
950 XL should also come in handy coz its from MS and the latest updates will come there first. HP Elite X3 will be needing firmware update.
950 XL edges slightly, in my opinion.

Regarding who does Continuum better, I feel both are on level terms. Both can be connected to the desktops and the HP Lap Dock too.
However, if you're into Lap Docking too, then HP would be more suitable.

I'm in agreement with earlier replies. Camera prowess? Go for Lumia 950xl
Performance and Battery? Go for Elite x3

I have the 950XL and received the Elite x3 on Friday. I am still waiting for my case to arrive to really put the Elite x3 through it's paces. But upon initial review it is quite snappier and the camera(s) aren't that bad. I will be putting it through more rigorous testing in the coming weeks.

I was told the X3 does dual sim 4GLTE on one and 3G on the other!!! Mix and match plans

continuum is noticeably smoother on the x3 than my 950xl from the time I played with it at the microsoft store.

Wow! Now even for me the choice of 950 XL isn't that obvious. But don't forget about price

Yup, there's a $200 bump in the price of Elite X3, but if price is not a problem, in my opinion the HP is better.

Even though it is not usually case with windows phones, I prefer design of Elite X3 over 950XL. HP can make nice things when they try (like Spectre serie laptops)

If Continuum is not something you use with any regularity, the 950XL is the more well-rounded device. If you do use Continuum, the phone will heat up noticeably. Like, really hot.

And if you don't need the really good camera of the 950, why not just buy a cheapo Lumia 640, 650?

Not that different, and with the money saved you could even buy a real camera.

Because the OP isn't asking about a 640 or 650. He (or she) is interested in a Lumia 950XL or HP Elite x3.

And honestly, those cameras do NOT even compare to the 950. I'm fairly sure that the x3 camera is probably better than both of those phones.
