May Release 1903 - help with screen blink problem

Hi all,

I installed the May Release 1903 of Windows 10.
Since then I have noticed every once in a while a really horrible screen blink or flash issue.

I believe it happens as an alert or error, such as when you perform some keystroke that is undesired. I'm going to have to try to reproduce it so I can update this post.

It's very jarring and makes the screen go from my normal "light mode" to a sort of "dark mode".

If you know what I'm talking about, even though I've described it horribly, please let us know how to fix it / undo it / make it less jarring!

UPDATE: HOW TO REPRODUCE
When I am in Onenote 2016 Desktop app (not the Windows Store App) and I put cursor into the search box and hit the backspace key, this causes my screen to blink

Another way to make the flash happen is unplugging and plugging in my USB hub.

Is anyone else seeing this flashing ?

has anyone seen this blink/flash?
would be good to know if i'm alone or not.

I get blinks but only on start up. It's probably 4 or 5 and that's it. But I have had this longer than May.
