Why does the store say 15.9 is out even though 15.8 still installs? I've been waiting for the minecon skins to release for win10m mcpe but they haven't yet :/

have you tried contacting the developer about it?

Yes I reported the problem in the feedback hub seeing as Microsoft is the publisher.
