Messaging + Skype contacts are empty, Skype integration not working

I am having problem on my Lumias (930 or 950 XL) with Skype integration with Messaging app. It is just not working at all. When I filtr contacts list only to Messaging + Skype, it's empty.
Also I am having problem with contact sync from my Hotmail Account to my phone - they does not sync completely, and even the synced contacts does not sync any changes made to them after initial sync.
Does anybody know how to fix it? Thx...

Yep, others having similar issues to include me. Its a symptom of outlook contacts, etc. not synching properly. No fix has been identified either.

Is the Contacts(in privacy) enabled(allowed) for messenging+skype ?

Yes, it is. The strange thing is that sometime after hard reset it just works, sometime it isn't.
