It's a sad world.
Most of the countries don't have carrier road blocks so it's a good news for them (me too).

well at least they are telling the truth now. Instead of standing up on stage like Oprah Winfrey and shouting "WINDOWS 8.1 FOR EVERYONE!"

it probably means their talks to bring 8.1 OFFICIALLY to T-Mo 810 didn't go anywhere so now they have to start telling the truth.

I bet there are a bunch of WP8 devices that don't get 8.1, like the Huawei rubbish.
