Microsoft gift card issue?

I have a $25 Microsoft gift card that I want to use, but it's not letting me make a $24.95 purchase. It shows I have the gift card on my account, but tells me insufficient $$ each time I try to purchase. Anyone have any ideas?

Microsoft applies tax on top of the purchase price. Is the 24.95 inclusive of tax?
