Microsoft Office offline

What is the meaning of not making office apps unavailable offline on windows 10 while it was available even without a office 365 account offline on windows 8.1. Just found out in a very important situation where I needed PowerPoint and it just didn't open offline.

Same here. Not available offline and now keeps asking me for an office 365 subscription
