Missing text tones when editing a contact

When I edit a contact to assign it a ringtone or text tone, I get a different list than the sounds in the Notification center. It shows far fewer ringtones, and it doesn't even show me any text tones.

This is what the notification list looks like, and it has all the sounds- alarms, ringtones and text tones:


This is what I see when I edit a contact. Not only does it look like crap, it doesn't even contain any text tones when I select "+Text tone":


The two lists are different! Any idea why I can't pick the same sounds for contacts?

Not only that, but for all the recent builds any custom tone assignment doesn't work.
