MMS not downloading

I can not download MMS when cellular data is off. I go to settings to turn on "Allow MMS if cellular data is off" & "MMS group text". It's a Lumia 640 on the newest Windows 10 build. What happens is the MMS gets stuck on "downloading...". Any fix?

Same issue here, I know it should download with the setting checked but it doesn't. Just turn the data back on and I promise it will work as it should.

I think this feature just isn't working in the latest build, but it worked before. I have to msnually download mms, with celluar ON, then the messaging app crashes, i open it again and the mms is there
