Mobile Network Monitoring App

Does anyone know of an app for WP7 that allows you to monitor GSM and UMTS networks in a similar way to Field Test for Symbian or Net Monitor or Antennas for Android?

At a minimum I'd need the following info:

GSM

Cell ID
Frequency
RSSI
Neighbours

UMTS

Cell ID
Scram Code
RSSI
Neighbours

Any help anyone can provide would be great
