AFAIK the cloud back-up is on behalf of developer, not MS.
And what do you mean by 'booted app'?

I mean have the option to install apps to OneDrive and open/use apps from the cloud rather than the phone's local storage. Particularly for phones without micro SD support (like my Icon).

Due to current technological achievements, this isn't feasible. Why? Not enough bandwidth. You can't get the speeds from a network that you can with an SSD / SD card. Maybe later down the road, but not today.

Absolutely...... Especially in growing countries like India.... I use 2g as well on regular basis.... Because of cheaper prices and the shouted that is all there to satisfy my needs....i know my needs are way much les than what people want globally....

Not only India (I'm from India so I know the situation there ), it's pretty much the case in a lot of countries, including the US, you don't get LTE/HSPA+ everywhere
