Mouse pointer gets very small after waking up Surface Book

As the title states, when I wake up my Surface Book, the mouse pointer sometimes gets very small. There are other times it just randomly becomes very small. I have to reboot to get it back to normal size. Has anyone else had this issue and if so, were you able to permenantly resolve it? Or resolve it without rebooting?
 
Same thing happens with my X1 Carbon when using the red mouse pointer on the keyboard
 
Mine was doing that a lot, but I went into pointer settings and changed the size in there and for the most part it fixed it except on some websites the pointer gets tiny again.

I am fairly certain this is a defect in the Windows UI scaling system. I have a number of complaints that have come from running at 200% scale along with a 100% scale external display. Things can get real dicey any time I cross the virtual boundary between the two displays. Applications routinely fail to scale correctly, and as I have posted elsewhere, even when they do scale correctly, they don't scale well. A nearest-neighbor scaling algorithm is often employed as some weak failsafe. The mouse pointer often fails to swap scale at the transition as well, ending up small on the built-in screen.
