Lumia 640 at $9.99 for new activations. Might be applicable to upgrades as well for existing customers, though am not sure.

New activations get the $25 activation fee waived if they port a number in from anyone except ATT.

Upgrades cannot avoid the $25 upgrade fee so a Lumia 640 would be $35 on upgrade which is still a pretty good value.

Not sure I'd mess with a 635 at $20/$45 at this late date, unless I just had to have the smaller 4.5" screen. Those 635s would be the 512MB RAM models.
