Forgive me if this has already been answered, but here it goes...
When you guys got 8.1 and added a wallpaper to your start screen, many of you wondered why not all of your tiles are transparent. Well, here are my two theories.
1. The developers made their own tile color:
Some apps, like is HERE Maps, have made their own color that they want to stay, so it really isn't your accent color. So unless the devs change it, this tile will not change color and/or be transparent.
2. Live tiles won't show very well with a transparent background:
Imagine looking at your Skype, WPC, or Weather live tile and trying to read all the information that the tile is showing. That would be most likely too hard to read. And some tiles have pictures and logos on it that have to remain the color it should be.
