My understanding is that can go to
Windows Phone (United States), sign in, select your name, select My Family, and add each Windows Phone member of your household. It is a version of the Family Safety so if you have Family Safety setup, you have to remove the members from that before adding them onto the My Family. Once this is done, you can use it to manage what the kids can and cannot view, purchase, etc. In my case, since I am the only one with WP8 right now, I added each of my two children and they appear under My Family, but whenever they attempt to do something MS deems needs parental permission, it directs them to a sign in page where I have to sign in with my credentials. Once I am signed in, then they can do whatever the particular action was. If they do a different action (say purchase an app while the first action was accessing a certain site), then I would do the sign in again.
Once the rest of my family is on WP8 I should be able to do all of that from the My Family section through any PC or my phone instead of the sign in on their phones.
I hope this makes sense as far as my experience. If I am doing this incorrectly, someone with knowledge please let me know.
