My Lumia 1520 is stuck on "Loading" after Win10. I can receive calls but can't make any.

I found this errors on the document folder.

TEST FAIL: SBCP Policy Publisher mismatch
TEST FAIL: PRERELEASE: Pre-Release software - Not approved for release

Your best bet is to roll back to WP8.1 and wait for the new WP tech preview build, which is due out and is meant to be more stable.

Just roll down to the Windows Phone 8.1.
The windows 10 preview is not really stable. So it maybe contains a lot of issues.
