my pinned IE pages stop flipping until i turn on wifi, anyone else notice this?

I am using a nokia 930 lumia cyan + 8.1 update dp and noticed the strangest thing with my favorite ie web pages pinned as a live tile. For example I will pin the verge as a large tile and it would flip frequently with a new headline with each flip I loved it up until recently the tile would become static, it wasn't until I realized by turning on wifi that the tile would come back to life and resume flipping and then to top it off when I turn off wifi the tile does not flip as frequent, I nearly peeled off my eyeballs trying to find a setting in settings that might be reducing or staticing my ie pinned page live tile but couldn't find any such option anywhere. this only happens with pinned webpages not actual apps or live folders they flip and update fine on cellular or wifi no problems there.

has anyone else experienced this? now that I figured out how to restart the pinned page live tile by toggling wifi I feel the solution is more of a band aid to a problem than a resolution. oh and soft booting or power cycling off does not do anything at all

Just out of curiosity, do you have Data Sense savings on?

Settings ->swipe -> Applications -> Internet Explorer -> Data Sense Savings

It was on automatic and so I switched it off after further observation I found that the verge pinned live tile will stop cycling new updates unless I reconnect to wifi otherwise it'll "flip" the same updates for hours and eventually turn static if I stay on cellular data only
