My SP3 is locked on English UK, I cant change it to English Australia.

I have been trying to get Cortana to work on my SP3, unfortunately it is locked onto speech English UK, I have all latest windows downloads and all settings suite the Australian region except for speech which I cannot change.
Any help to change the speech would be most appreciated.

can you install the Australian speech packs? If not, are there any errors?
