My Surface Pro 4 running W10 is stuck on Getting Windows ready. Do Not Turn Off Your Computer

I don't know when this started. I am unable to do anything but watch it spin endlessly

if it has gone on for a few hours, try to restart by long pressing the power button until it switches off, wait a few seconds and then switch on.
