My Windows camera app doesn't work and video recording doesn't work in Lumia Camera, why?

My windows camera app doesn't work and video recording doesn't work in Lumia Camera

I have a Lumia 640 LTE. I installed windows 10 mobile ver. 10149.

My video recorder does not working, in Lumia Camera app it doesn't start, and in windows camera app gives me the following error 0x200F4246(0x88890010).
