Need help with Push Notifications

I have a Lumia 720 and I'm having trouble with push Notifications specially for Whatsapp. Im on the Cyan update. Things ive tried doing:

- Wifi router - WPA Auto and WPA-PSK2
- Soft and Hard reset
- Wifi on and Data off
- Whatsapp reinstall
- Account sync
- Reset APN's

All of the above work temporarily. Even if I am getting FB notifications on Wifi, I get my Whatsapp msgs only when I open the app. It stops working completely on 2G and works on and off on 3G. I also dont get skype notifications. Is it completely Whatsapp's issue or something wrong on my side, because it used to work fine when i was on DP 8.1 (specially on 2G)
