Netflix randomly adjusting screen size?

The Netflix app keeps changing the aspect ratio while playing video. It'll go from taking up the whole screen to being about half an inch from the side borders then back. It's very annoying.

I looked it up and somebody else suggested upgrading video card drivers but that doesn't seem to be it.
 
It is possible that the aspect ratio of the movie or TV show you are watching is an older aspect ratio. Is it an older show from before HDTV existed?

That's what I thought at first, but it doesn't make sense. On older shows that don't have a 16:9 format, they still switch screen sizes by about half an inch on both sides, even though they're not full screen. This has also happened on newer shows like Dexter, and older shows like Scrubs.

I'm not sure what else it could be in that case. I don't have a Surface Pro 2, but I'm running Windows 8.1 on a new PC with 16:9 monitor and I use the Netflix app a lot. I always use the app, rather than view Netflix in a browser.
 
It is an issue with the modern ui app when switching to the 1750kbps anamorphic stream it does not always adjust the aspect ratio after switching.

I have reported the issue to netflix so hopefully be fixed sometime.
