New battery empty on arrival, is this normal?

I just bought a new Nokia original battery for my 820 directly from Amazon UK. It has arrived, but seems to be completely discharged? Is this normal for replacement Nokia batteries? I thought they were supposed to come 75% charged?

It's better to keep a rechargeable battery completely discharged this make its life as long as it should
