New laptop fully updated 20.3 gigs for system and reserved, why so high?

I got a new dell 11 3000 series, Celeron 3050 variety. As stated above my system files size is excessive, twice the size of my Lenovo 100s. Is there something I can do to normalize it. Or should I do a clean reinstall? And if I do a clean install will my new install be activated, as windows 10 came preinstalled on this machine?
