New Surface won't turn on...

NEVERMIND! I got it working!

Also is this normal, when I click the power button it comes up saying SURFACE and then shows a symbol of a low battery then turns off.

My original surface did this to me every once in a while too. I would suggest letting it charge for at least an hour. Then, press and hold the power button down for 15 to 20 seconds. This always worked for me. Hope it does for you too.
I mean, if you think about it, if your Surface is brand new, then it's been sitting in a box getting no charge for a very long time. It might just need some juice.

Also! As I got the Surface RT used I am currently giving it a complete reset, when I turned it on it had 8.1 installed, will this delete 8.1?

I'm pretty sure doing a full rest will set you all the way back to 8. It's probably a good idea though since you bought it used.
I guess you got it to power on? Glad that you did.

hola amigos ayudenme please soy de Ecuador y que Estado Buscando Foros sobre superficie y recien leo Que USTEDES me pueden Ayudar. Mi Superficie dejo de funcionar Hace Meses y no propiamente de Que hacer Las De Repente La Prendi Y sin ventanas INICIA aparece solo el logo de suface Y ASI permanece sin ventanas Arranca. De No se si Debo descargar el archivo USB p?rr Arrancar millas Surface. Ayuda!!
