No Data use until WiFi Detected ?

Is it as simple as turning on WiFi so any apps etc that need a internet connection won't connect or try to connect to the internet until it detects WiFi ? The reason, I need to go a prepaid route for a while as the data plan offered is less then what I typically knew I would need. The cost for me at this time for the plan I need, is too high.
