No more cellular data cap in windows 10 for offline maps downloads and more?

When I wanted to download offline maps in build 10080 I noticed below.

In windows 8.(1) you only can download offline-maps with WiFi but this restriction looks abandoned in W10.
Not sure if it already works because I have W10 on a spare phone without a SIM.
But it looks like a request of many people will be introduced in W10, the lift of the cap on downloading over cellular data.
I could not find if this is also true for app downloads or updates but I guess if this cap is lifted for offline maps it also be lifted for these.

So lets hope this becomes true but it also will mean that consumers are responsible for the use of it and I hope it will not result in "burning" of cellular data "without" knowing it.
