Go into Settings > ringtones+sounds > New email - Select the tone you want there. When you are in vibrator mode, it buzzes or give you the tone you selected when you are in normal mode.

It's only going to vibrate if you have the vibrate function set... but if you're not getting ANY kind of chime / vibrate regardless of volume, you need to go to Settings -> Ringtones & Sounds -> New email. There you can set an alert for new email arrivals and so if the phone is set to silent, it will vibrate instead.

If you just want email to only vibrate even when you're NOT set to silent, I don't think you can do that, no.
