No Wi-Fi activity arrows in WP8.1?

My Lumia 620 running 8.1DP doesn't show activity arrows in both Wi-Fi and 3g. I'm in India, and the phone is completely unlocked, as we don't have the carrier system here in India. Anyone found a solution?

I have the latest firmware, I.e Lumia black, and no carrier as mentioned above.

So far I've only seen it on carrier branded phones. For example, it seems to still be on my dad's (Rogers) Lumia 920 with 8.1 DP, but not say my (unbranded AT&T) Lumia 920 or my sister's Lumia 521 with 8.1 DP.

Eh, that's the first ever feature that is available for carrier locked phones only, and not for unlocked phones lol
