Nokia 928 with WP 10 - Missing Settings

I had a buddy install 10 on his 928 and his sim card was missing. The fix for that says to do a hard reset. Once that was done, he no longer has "Settings". Settings is completely missing from his device.

Any ideas? I am pretty sure he is going to roll back tonight though.

yes thisis a bug. and also hard reset cant solve all the issues as the OS is still in early beta and well is simply unfinished so the options left with you are to wait for a next stabe build which might solve the issue or roll back to 8.1 good day

Hard reset and set up as a new device and/or restore using recovery tool. That should sort out the correctable inconsistencies like Settings not being shown.
