Nokia Lumia 820 notification problem

I have a Nokia Lumia 820 but when I have a notification on a social service it sometimes doesn't notify me.sometimes the notification arrives late or sometimes it doesn't even come.is a problem I would fix?

your apps background tasks might be blocked :smile:

I actually don't have them blocked :/ don't know why it is happening

I am using 920 with WP 8.1 update. I'm also noticing similar issues with skype and whatsapp. I only receive the messages if I'm in the app. The moment I switch to the home screen I stop getting the notifications although the apps are open and running in the background. I think its a bug with WP 8.1
I should add that I have set both the apps to run in the background. I even switched off the battery saver option but no luck.

This is a issue across the board on all phones dont worry and from 8.0 til 8.1 MSFT cba to fix it we gotta deal with it.
