It says: "no WP" which could mean that it doesn't run WP, so they know what they are saying. If you want it to mean what you think it should be written like that. " no, windows phone " .

You could ask them to clarify, although I think they meant "It won't be Windows Phone." A more important question: What did Google tell you about "roots"?
