I don't think it has anything to do with the Amber update. It's just Nokia recommending a stopwatch app in my opinion.

at least it might be something if the user was counting down something, but since he is using the stopwatch I don't think it means anything.

Just an app that was recommended, found it on the Store. Nothing to do with the Amber update at all. Looks good though if you need that kind of thing.
