I've got a Lumia 735 NOKIA RM-1038_1037 as a replacement for my Lumia 720 in India. I dont see this phione available anywhere here. Plus I could'nt find any thing for NOKIA RM-1038_1037 online. Could this be a testing device? Was this een launched here?

I'm confused by the use of 1038 AND 1037...
I'm not sure where you are reading that from. If it says RM-1038 in Settings > extras+ info > manufacturer's name... Then you have an RM-1038 which is 735 foe Europe and Middle East.
