Not receiving calls and notifications right away.

Lately my phone decides when it will ring and when it will just go straight to voice mail. Doesn't seem to matter where I am at. Does it wherever. I also don't receive updates to applications for hours after they were sent. Phone is lagging and I'm not sure what to do. Any suggestions??

Clear internet history.
