notification center 8.1

hi,im using Lumia 520 i want to ask that in notification center when we click on WiFi then it connects to available WiFi networks i use frequently ,but when i click it again to turn it off via notification center ,it takes me to WiFi settings, instead of turning it off then i had to turn it off manually..
what may be the reason??
i recently updated to WP8.1

Maybe that's how MS has it set up. Should be quick toggles (ON/OFF) case closed!!!
