Just updated to Fall Creators Update.... What the F is this?

I think it's part of Mixed Reality Viewer. It would be used to launch the app from other apps basically. For example in Paint you can open a model in MR, which launches the other app in a specific way.

They're not supposed to be listed in Start. You can safely uninstall all of them (it reinstalls when needed).

I guess you are probably a developer of UWP apps.

You can also remove all development-mode packages using PowerShell commands.
