October 2018 Update crawls up to 29.3 percent of Windows 10 PCs

The Windows 10 October 2018 Update is still on a minority of PCs, even as we approach the release of the May 2019 Update.

We're not far off from the release of the Windows 10 May 2019 Update, but the previous release still appears to be on a minority of PCs.
