Odd default language problem

So I upgraded my mother's RT to a Surface 2 and I'm trying to reset the RT to it's original state. It was in Spanish for her. Now everytime I reset it, it resets to Spanish and I want to set it back to English so I can sell it. 150 if anyone is interested ;-) I've tried downloading the language packs and setting everything to English and then resetting again but it just goes back to Spanish. I'm not sure why or what I'm doing wrong but this is getting a little frustrating. I've been going at it since Thursday. Any help would be appreciated!

Have you seen these KB articles? Language packs are available for Windows 8 and for Windows RT
Language packs are no longer available after you upgrade to Windows 8.1

Thank you but that still doesn't work. I can download the language pack and set the default to english and everything is in english but then when I reset the computer, everything goes back to spanish. I even tried creating a USB recovery drive and that came up in spanish as well. I then tried creating a USB recovery drive from my Surface 2 but that one didn't work. I'm going to try and go to Best Buy and make one from a display model of theirs lol I hope they don't keep me from doing it. Maybe a Microsoft store... I think the problem was that when we first got it from the beginning it was set to spanish and when we upgraded it to 8.1 the spanish stayed with the operating system. If someone knows how to avoid a trip to the store in order to attempt making a recovery drive, that would be awesome.
