If you want to get Cyan when released then yes you will need to downgrade as there has been no word on Cyan for the DP program. How long it will take is anybody's guess.
I think the OP is referring to the Nokia Recovery Tool (which can be downloaded here: http://download.fds-ncom.nokia.com/...covery/NokiaSoftwareRecoveryToolInstaller.exe ).
The process is fairly easy. Install the tool on your computer and launch it. Connect your device and wait until the tool finds it. Everything else that needs to be done are just a few clicks on buttons.
You should be aware of the fact that your device gets completely wiped though. All data, apps, settings and whatnot will be removed. So make sure you backup your photos, videos, music and whatelse there is you want to keep. Apps can be downloaded afterwards again of course, but their settings (and any game process from games not supporting cloud saves) will be lost.

uk three is now available i connected to nokia software recovery tool and it search and downloaded and installed phone straight to 8.1
i resigned in to dp mode and got updated again this gave me cortania and quite times which three update didnt have
