I think its probably because W8 gives priority to the original screen in case the device you're using is a tablet (since no other options would be available to unlock the tablet.

Have you tried WIN KEY+PAGE UP (or PAGE DOWN). Perhaps I am missing what you mean, but this swaps the start screen to a second monitor. I guess there's no way to startup the start screen on that second monitor, which might be what you mean.

What bugs me is that this can't be performed without a keyboard, which is what I don't have to hand when sat on my couch and trying to use the start screen on my TV

I'm not sure what you want, but if you want the start menu to pop up on that screen, just press the start button on that screen. Each monitor has its own bottom+left corner button for the start menu. The menu will come up on whatever monitor you click it on.

I would like the start screen to stay on the second monitor permanently and not go away when I click the mouse on the first screen
