OneDrive on Surface Book

I am wondering something.

I have OneDrive folder set up on my Surface Book. It's listed there in the system tray.

However, I noticed two things:

1. When I save files to my OneDrive storage, and I save files into the different folders there, I cannot access those files that I saved from a different device, nor can I get them from onedrive.com.

I save, for instance, 4 documents into a Folder I set up within OneDrive. I cannot access those files now, but others are available.

Is there a setting that I am missing that doesn't upload these to my OneDrive account?

2nd - It says, very often, "Available Offline". However, I thought one of the purposes of getting that 1TB of storage was to allow us to save files online so we don't take up all the storage on the Surface Book. How would I change this and make these files available Online Only until I need them?

I think I am doing something wrong or I don't have a setting set up right.

Any help is appreciated
 
Have you set up OneDrive to sync with the machine you saved those files on, if not then you need to otherwise those files won't be accessible anywhere else?
